In A State

As you please you cannot in fact do
in a state by which others are too.
What you can do, is to make it clear
in that state there is something to fear.

Maybe crocodiles think that way too,
though they only know evils to do.
I'd say, crocodile is in fact it
by which you miss the state, quite a bit!
